Police are appealing for information about the whereabouts of joshua prosser aged 21 from the oakdale area.
At 8.35pm on 31st July 2018 Mr prosser was seen on cctv acting suspicious around an un-marked police vehicle in the car park at the rear of Costa in blackwood.
Mr prosser opened the door of the un-marked black bmw and got in the drivers seat before taking off at high speeds.
The last known whereabouts of the vehicle were at pen-y-fan pond.
