Individuals have not been named, they were found in action behind an abandoned building in down-town Portsmouth approximately 4 a.m. . After arresting a woman for prostitution, Srg. Miller heard vandalism coming from behind the building. Two men in costumes were throwing rocks at windows while another group of animal costumed individuals were pubically involved in sexual activity. 10 individuals were arrested after Srg. Miller called for back-up.
