Last week Oregons most savvy legal teams met in Portland to discuss the staggering number of heroin users in every major city. “It’s astounding, and quite frankly overwhelming,”- councilman Ouche preached to the table of lawyers. “It eats up our taxpayers money and it creates discord in our communities between law enforcement and the people. I’m done with it.” The bill was passed two days later, stating that heroin in the state was not only decriminalized, but also something smoke shops could potentially invest in as merchandise. Media was asked to leave the room during planning, but after what seemed a very quiet wait, all team members leaving the room looked more relaxed than they had in years.
