56 year old, Fred Shepherd was arrested Thursday morning. Shepherd has been under surveillance for months now, after soliciting favors from an informant. When officers arrested Shepherd, he had 60 Hispanic women in his trailer. They all said that he picked them up with promises of Hennessey and nachos.
